MOTION: Councillor C. Jones

That the Manager will present a report to this Committee about the implications of the new planning application for Adamstown taking into consideration the developer’s failure to deliver a community centre to date.

REPORT:

All development within the Adamstown SDZ is subject to a schedule of phasing. This is based on the premise that the number of dwelling units that may be permitted in each phase of development is dependent on a predetermined amount of works to provide infrastructure, services, facilities and amenities having been completed to serve each phase. The first community centre is a requirement under Phase 2 (1,001-1,800 dwellings). There are now 1155 dwellings occupied in Adamstown taking development into Phase 2. Should the current application (SDZ10A/0001) for 177 dwellings be granted permission and be constructed the total number of dwellings in Adamstown would rise to 1332 and the requirement for the provision of one community centre would still stand.

Planning Permission (SDZ07A/0002) was granted to Castlethorn Construction in 2007 for the construction of a significant community centre, as part of a wider planning application that included a Post Primary School. The approved community centre includes a sports hall that will be made available for use by the Post Primary School and the public.

Castlethorn Construction confirmed in January 2011 that they remain committed to the delivery of the Adamstown Community Centre. It remains the intention of Castlethorn Construction to proceed with the project as soon as the funding environment permits, however there has been no development in terms of progress to date.
