That the Manager would present a report outlining the current position in regard to the completion and opening for use of the new road linking the Paddocks/Dodsboro to the Newcastle Road.
REPORT:
The Adamstown SDZ Planning Scheme sets out requirements for the phasing of infrastructure, including internal roads. The replacement of Tandy's Lane forms part of a comprehensive strategy for infrastructure provision in Adamstown. Particular sections of Tandy's Lane will be replaced, as new road infrastructure comes on stream. Provision of local access, where required, along Tandy's Lane will be maintained.
It is a requirement of the scheme that by end of Phase 2 (1,001 - 1800 dwellings) Loop Road 1 is to be completed, which replaces the eastern section of Tandy's Lane. This is currently completed to haul road standard and must be fully completed and open when 400 residential units are occupied in the northern section of Adamstown. By the end of Phase 3 (1,801 - 2,600 dwellings) Loop Road no. 2 is to be completed, replacing the Western Section of Tandy’s Lane. The completion of Loop Road 2 will allow for direct east-west access between the R120 and Dodsboro Road. At this point there will be no requirement for vehicular access along Tandy's Lane, with the exception of Local Access.
The initial section of Loop Road 2 is complete and provides local access to The Paddocks development. Planning permission was granted for the remaining sections to the west in 2007 and 2008. The Adamstown Developers have agreed in principle to the early provision of Loop Road 2 to allow for full east-west access at an appropriate stage of development (the completion and occupation of 600 units) of the northern part of the Adamstown Development, prior to Phase 3 of the Planning Scheme.
There are now 1155 dwellings occupied in Adamstown taking development into Phase 2. Given the current slowdown in residential output it is likely that this road will not be required as part of the phasing schedule in the immediate future.
