MOTION NO. 22
MOTION: Councillor R. Dowds
That this Committee recommends that the process to initiate Village Design Statements for Rathcoole, Newcastle and Saggart be commenced. (It is understood that practical assistance to develop these is available in Rathcoole).
REPORT:
Arising from the adoption process for the County Development Plan 2010-2016 a wide range of plans/projects and strategies have been identified (in excess of 100 in number). These are in addition to many ongoing responsibilities and projects overseen by the Planning Department.
As advised at the November 2010 OP&F meeting, the progression of Development Plan projects/strategies for the County as a whole must be viewed in the context of:
- statutory obligations,
- the identified need to prioritise the stimulation of economic and enterprise activity
- and the allocation of resources.
The above must also be in the context of ongoing responsibilities. Accordingly, an updated work programme is being developed by the Planning Department on behalf of the County Manager for the County as a whole.
While it is an objective of the County Development Plan 2010-2016 to promote local distinctiveness and character through a Village Design Statement for each of the rural villages, it would be premature at present to provide commitments regarding the progression or allocation of resources to the Village Design Statements referred to above.
In relation to Newcastle, it should also be noted the Newcastle Local Area Plan 2003 is due for review and that there would be considerable overlap between a LAP and a Village Design Statement in relation to promoting local distinctiveness and character of an area.
