QUESTION: Councillor E. Coburn
"To ask the Manager to provide an update with regard to the Ballycullen Road QBC and in particular outline the expected completion date?"
REPLY:
The Contract with SIAC is for a period of 15 Months and commenced in October 2009 with completion by December 2010. The scheduled programme completion date was 15th December 2010.
The works extend over a length of 5 Km., and Traffic Management requirements dictate that works can only be done on one side of the road at any location at any one time.
The Contractors Works Programme has been drawn up with this restriction in mind.
As the works have progressed existing services have had to be diverted in various locations. This has led to some delays as the affected services have had to be diverted in conjunction with the related Utility Service Provider. The time response of specialist sub-contractors working on behalf of the related Uility Service Providers are outside the control of both the Contractor and SDCC.
In addition there was an additional requirement to provide an additional section of surface water drainage outfall through Glenlyon estate which added to the overall time for completion.
A further delay to completion has been the recent severe weather which not only stopped construction activities for 4 weeks, but has also caused very slow progress with certain works that are temperature sensitive such as laying black top and concrete.
It is now anticipated that because of these delays the entire works will not be completed until the end of March 2011.
