QUESTION: Councillor E. Tuffy
To ask the Manager if he will provide a report on the problem of illegal dumping in Lucan and Palmerstown, giving information on the extent of illegal dumping in 2010 compared to recent years, an account of the measures taken by the Council to address the problem, and a figure, even if approximate, of the cost to the Council in removing illegally dumped material (as distinct from litter) in 2010?
REPLY:
There have been a total of 779 clean up tasks completed in the Lucan Palmerstown area during 2010 (to the end of November). This included three substantial clean ups ( two at Lynches Lane and one at Liffey Valley Link Road). The estimated cost for hire of plant, materials and waste disposal costs is approximately €41,000 with the major clean ups comprising around 70% of this cost (which excludes direct labour costs). These costs are broadly in line with those of recent years.
Continual patrol and monitoring of areas where there is consistent dumping forms part of the duties of the local Litter Warden as well as inspection of dumped material for any evidence to support enforcement action. There are also awareness programmes and information leaflets to highlight the problems of illegal dumping as well as the penalties for same. In addition, the Housing Department are making arrangements for CCTV at a location that is subject to major dumping and (consequently major clean ups) and will liaise with the Environment Department to ensure that any evidence used is available for enforcement purposes.
