MOTION NO. 20

MOTION: Councillor D. Keating

That the Manager would set out the schedule leading to the introduction of the agreed School-Time Heavy Goods Restriction on the Newcastle Road, Lucan, in keeping with Council Policy as included in our County Development Plan, as agreed with Council Management, and that specifically this new and agreed measure will be introduced on 1st January 2011.

REPORT:

As stated at the previous meeting of this committee the Council will endeavour to implement this  policy as included in the Development Plan and shown below:

Section 2.2.31.iv Policy T30: Heavy Goods Vehicles Restriction

"It is the policy of the Council to introduce a School-Time Heavy Goods Vehicles Restriction on the Newcastle Road, Lucan.  Whilst the enforcement of this measure is a matter for the Gardaí, the Council, by way of policy, is considering the safety of all concerned, including school-going children".

In this regard the Council has written to the Garda Commissioner to ascertain his views on the matter.  When a response is received from the Gardaí it will be placed as a Headed Item on both the Transportation SPC and Economic Development SPC.  In the interim a further full examination of traffic management and safety issues on the Newcastle Road adjacent to schools will be undertaken to ensure that all appropriate measures are in place for the safety of all pedestrians at this location.
