That this Committee, noting the contents of the reply to Question 16 at the ACM of 23rd November, requests the Manager to provide a Christmas Tree Re-Cycling Collection in the Lucan EA, in early January, for the following reasons:
1. This is the first Christmas since the closing of the Esker Re-cycling Centre.
2. The Brown Bin System has only recently been introduced in many parts of the EA, and householders are still getting used to the system, how best to use it etc.
3. It is not feasible to expect that a significant number of households will be prepared to cut up, pack etc. trees which in many households are quite large, and this method of disposal is likely to be beyond the ability of elderly householders.
4. The use of the Brown Bin for waste/surplus food is likely to increase very substantially in the period around Christmas/New Year, and there will not be room for chopped up trees.

Following representations from the Elected Members regarding the operation of a Christmas Tree Recycling Programme for the county the situation has now been reviewed and it has been decided to run a programme on this occasion. However, the diversion of resources to Christmas tree recycling will impact negatively on other work programmes within the Parks Department, specifically the Tree Planting and Maintenance Programme.
It should be pointed that the brown bin is ideal for the disposal of Christmas trees and would save residents from having to bring the trees to any other location and enable the speedy disposal of the trees as the first brown bin collection in 2011 is the week commencing 10th January.
The cost of operating this programme will then be reviewed in terms of any future programme.
The 2011 Christmas Tree Recycling Programme will be presented to the December Meeting of the Council under H-I 9 on 13th December.
