MEETING OF LUCAN AREA COMMITTEE

MOTION NO. 4

MOTION: Councillor W. Lavelle

That this Area Committee, further to the report presented to the November meeting of the council's OP&F Committee on future projects stemming from Development Plan objectives, requests the Manager to present a detailed report on future forward-planning projects for the Lucan electoral area as either identified in the new Development Plan or otherwise considered necessary or appropriate by the Manager, and that this report would form the basis for discussion with the elected members on the selection of priority projects in the Lucan electoral area to be progressed over the coming year. In particular the Manager is requested to report on the resources likely to be required to progress the following three specific projects which may be considered as priorities by the elected members:

• Review of the Liffey Valley Town Centre LAP- on foot of the two recent planning refusals by an Bord Pleanála;

• Review of Adamstown SDZ planning scheme - taking account of changed market conditions and radically-altered development potential; and to provide an opportunity for existing residents of the SDZ to input on the future development of THEIR community;

• 12^th Lock Masterplan -in conjunction with interested landowners.

REPORT:

Arising from the adoption process for the County Development Plan 2010-2016 a wide range of plans/projects and strategies have been identified (in excess of 100 in number).  These are in addition to many ongoing responsibilities and projects overseen by the Planning Department.

As advised at the OP&F meeting, the progression of Development Plan projects/strategies for the County as a whole must be viewed in the context of:

• statutory obligations,
• the identified need to prioritise the stimulation of economic and enterprise activity
• and the allocation of resources. 

The above must also be in the context of ongoing responsibilities.  Accordingly, an updated work programme will be developed by the Planning Department on behalf of the County Manager for the County as a whole. 

It would therefore be premature to provide commitments regarding the progression or allocation of resources to the three Lucan area-specific projects referred to above.  Notwithstanding this, all three projects are noted and will be considered in due course.

It is further noted that it has recently been agreed to progress consideration of a Liffey Valley SAAO extension and review, a longstanding issue that primarily relates to the Lucan Area (i.e. at the November 2010 Lucan ACM) and requires a certain level of resource allocation.
