Cathaoirleach's Business

That this Committee requests the Manager to report on any recent discussions with members of the Presbyterian Church in Lucan, regarding its intentions to build a Sheltered Housing Facility on its lands at Primrose Lane, Lucan as supported by the Council's inclusion of a Local Objective in the new and previous County Development Plan, and if there has not been any recent discussions that the Manager write to the Presbyterian Church in Lucan, confirming that the Local Objective has been included in the Plan, and advising that Lucan EA Councillors are supportive of the realization of the Objective.

REPORT:

Oaklee Housing Trust in conjunction with the Presbyterian Church in Lucan, have submitted a proposal to SDCC under the Capital Assistance Scheme for a 20 bedroom, sheltered housing scheme for the elderly on a site at Primrose Lane, Lucan.

On the 4th June 2010, the Department of the Environment Heritage & Local Government advised all Local Authorities of a "Call for Proposals" under the Capital Assistance Scheme (CAS) for the provision of special needs housing. This special 'Call for Proposals' was designed to target newly built housing units or units which are close to completion and/or capable of adaption to meet specific categories of housing need on condition that funding under this scheme was to be spent and the units acquired before the end of 2010.  Approved housing bodies submitted their proposals and following examination and assessment by the Department of the Environment Heritage and Local Government, South Dublin County Council received approval for the provision of 20 units under this scheme in Saggart, West Tallaght and Tallaght Village in association with three Voluntary Housing Bodies. The Primrose Lane proposal did not fall within this category of proposal. 

Funding for any further general  'Call for proposals' under the Capital Assistance Scheme in 2011 has not yet been announced  by the Department of the Environment Heritage and Local Government.   The Primrose Lane scheme will be submitted for consideration at the next available opportunity.
