MOTION: Councillor S. Crowe

This Council Commitee congratulates the staff involved in the recent Halloween initiative and calls on the manager to give detailed report on the operation and its outcome and  including in the report  the operation of the open day in the Ballymount  Depot.

REPORT:

 The Bulbs not Bonfires campaign this year involved a number of initiatives to reduce the number of bonfires in the County and the damage they cause.

The measures included:-

- A leaflet drop to all households in the County detailing initiatives

- Organised WEEE collections throughout the County

- Free access for South Dublin County Council customers to Civic Amenity, Ballymount

- Bulbs not Bonfires - reward for communities who manage to prevent bonfires where there were bonfires last year.

The campaign was successful and the number of  bonfires fell by 35% this year from a figure of 523 in 2009 to 343 in 2010.  A map outlining the locations of the bonfires will be made available.

A primary focus of the campaign this year was the diversion of material which might otherwise be placed on a bonfire - WEEE collections and free access for South Dublin County Council customers to the Civic Amenity, Ballymount on 30th October were arranged . This Civic Amenity event was extremely successful with over seven times the normal Saturday traffic coming to the facility. The tonnage increased in all categories and most significantly in the bulky waste stream with an increase 166% over the average presentation level. Feedback from the public was very positive. The cost to the Council for this initiative was €15,575.

Twenty nine groups applied for the Bulbs not Bonfires campaign. This was an intiative to reward communities who successfuly prevented bonfires on open spaces where there were bonfires last year. Of the 29 applicants, 4 satisfied the conditions of the scheme. Community planting events will be arranged for these groups.
