MOTION NO. 10

MOTION: Councillor T. Ridge

That a site visit be agreed for Kilcronan Court/View, Clondalkin regarding additional works to combat anti social activities.

REPORT:

As agreed at the June 2010 meeting of the Lucan / Clondalkin Area Committee, a site meeting was held on 5th July last with representatives from NABCO, Council management and elected members in relation to works required to deal with incidences of anti social behaviour in the area.  The elected members that were in attendance were Cllr R Dowds, Cllr T Delaney and Cllr G Kenny.

As reported to the members at the October ACM, the following works were identified

1. 1.3m high lockable steel gates to match existing railings will be erected at the front of recessed entrance doors at two locations at St. Cuthbert's Road and three locations on Kilcronan Court which are being used as gathering points.

2.  Anti climb steel cappings will be erected on nine entrance walls at one location on St. Cuthbert's Road and four locations on Kilcronan Court to prevent access to first floor units.

3.  The low wall outside the community room on Kilcronan Court, which is acting as a gathering point, will be removed and the surface reinstated.

4.  The steps from Kilcronan Court to Kilcronan View will be blocked off with a 1.8m high steel panel, the steps filled in and a 1.8m high steel panel and lockable gate will be erected at the gap between the end of the pedestrian ramp and the houses on Kilcronan Court to prevent this area being accessed by non residents and used as a gathering point.

5.  The wall at the end of Kilcronan View being used as a gathering point will be removed and the surface reinstated.

The works at 1 to 4 above have now been completed (apart from locks for steel gates at 1 above which shall be completed within the coming week). The wall at 5 above will be completed within the coming weeks. 

A further on-site meeting took place on 2/11/2010 between representatives of the Council, the Dolcain Project, NABCO and Kilcronan residents at which the Council’s position regarding the works was explained and it was agreed that communication is important with local community and it was acknowledged that this was working very well with the Housing Estate Management and ASB unit. It was further agreed that a CCTV camera would be installed by SDCC to monitor the area. The position, orientation and arrangements for monitoring of CCTV will be agreed on site with NABCO prior to installation.  Following completion of all the works (incl CCTV installation) we will agree a date early in the New Year to review the effectiveness of the works undertaken.
