QUESTION: Councillor B. Lawlor

"To ask the  Manager if there are any measures that the Council can take to combat the persistent problem of illegal dumping in Daletree estate.

As a regular occurrence, items such as white goods, general waste, carpets etc are being dumped all along Daletree Road and while the Environment Department are excellent in their removal of this waste when it is reported, there must be measures that can be taken to prevent this dumping in the first place?"

REPLY:

The area along Daletree Road is constantly monitored both by the local Litter Warden and by CCTV installed by the Housing Department.  However, to date it has not been possible to prosecute offenders due to difficulties in identifying offenders - dumping has occured after dark and on occasion, has been carried out by minors who it has proven difficult to take action against under the Litter Pollution Act.  The Housing Department continue to remind its tenants of their responsibilities under the terms of their tenancy agreements while both Environmental Services and Housing Departments have liaised with local residents to educate on both litter and waste issues to try and adress the issues arising. Litter Wardens, Estate Officers and Waste Management staff have called door-to-door in recent weeks to emphasise the need for proper use of the three-bin waste system as well as the effects of littering/dumping on the local community.  The area will continue to be monitored and further measures will be examined jointly by the relevant Departments as necessary.
