MOTION: Councillor S. Crowe

"This Committee calls on the Manager to give a report outlining the exact funding being made available to this Council from Dept of Environment, Heritage and Local Government for long term accomodation for persons with special housing needs, how this will impact on current demands facing this Council, and if any will be located in this Committee area."

REPORT:

On 4th June 2010, the Deparment of Environment, Heritage and Local Government advised all Local Authorities by Circular SHIP 2010/13  of revised arrangements for the submission of proposals by Approved Housing Bodies under the Capital Assistance Scheme (CAS) for the provision of housing to meet the accommodation needs of older people, persons with a physical, mental health, intellectual or sensory disability, elderly returning emigrants and persons exiting temporary homeless accommodation etc.  This special 'Call for Proposals' is designed to target newly built housing units, or units which are close to completion and/or capable of adaption to meet specific categories of housing need and funding in the amount of €25m countrywide was set aside.  This funding was subsequently increased to €60m by the Minister.

In respect of South Dublin, approved housing bodies submitted their proposals to the Council and following examination/assessment of all submissions, applications in excess of €7m were submitted to the Department of the Environment, Heritage and Local Government.  These applications identified specific housing needs in South Dublin.  The Council subsequently received approval from the Department for three Schemes submitted, totalling €3.3m.  These Schemes, which total 20 housing units, are all located in the Committees area as follows:

              New Bancroft, Tallaght Village - 2 units for Homeless persons (capable of independent living)

              Slade Castle, Saggart Village - 9 units for persons with intellectual disabilities

              Fortunes Lawn/Walk, Citywest - 4 units for homeless persons (capable of independent living) 3 units for elderly and 2 units for persons with physical disabilities

These units will be allocated to persons who are included on the Council's Housing/Homeless List of Assessment.
