REPORT ON PART 8 OF PLANNING AND DEVELOPMENT REGULATIONS 2001 - 2009.  PROPOSAL FOR ALTERATION AND EXTENSION OF ROWLAGH COMMUNITY CENTRE

REPLY:

REPORT UNDER PART 8 OF THE PLANNING & DEVELOPMENT REGULATIONS 2001 – 2009. PROPOSAL FOR ALTERATION AND EXTENSION TO ROWLAGH COMMUNITY CENTRE.

A report and presentation outlining the proposal to proceed to Part 8 Statutory Public Consultation in connection with the above was noted at the Lucan-Clondalkin Area Committee (2) meeting held on 25th May 2010 and it was agreed to proceed with the Part 8 consultation.

The proposed works include:

Material Alteration and extension of Rowlagh Community Centre:

- demolishing existing extensions,

- extending centre by 500sqm, resulting in a total of 1100sqm made up of a three storey extension to Neilstown Rd and a two storey extension to rear of building.

- Alterations to ground floor to provide a childcare facility, upgrade to fire egress and accessibility.

External works to include:

- new paving to front,

- new wall and fence to perimeter of site

- parking spaces to rear,

- crèche garden to South

- Temporary accommodation to be provided to North of building to allow continued operation of centre during construction.

- Advertising boards on North elevation to be re-instated following construction.

 Public Notification:

A notice in accordance with Article 81 of the Planning and Development Regulations 2001-2009 was published in the Echo newspaper on 8th July 2010.

Plans and particulars of the development were placed on public display at County Hall, Tallaght, the Civic Offices, Clondalkin, Rowlagh Community Centre and on the Council’s website between 8th July 2010 and 19th August 2010. A further period of not less than two weeks was allowed for receipt of written submissions or observations with respect to this matter, dealing with the proper planning and sustainable development of the area, in which the development would be situated. The closing date for receipt of submissions was 4.30pm 9th September 2010. 

 Submissions received:

One submission was received before the deadline for submissions. It was sent by the North Clondalkin RAPID Co-ordinator, Andrew Lane, and is based on a discussion of the proposal which took place at the North Clondalkin  RAPID Area Implementation Team (AIT) meeting held on 1st September 2010. 

The issues raised in this submission are summarised below together with the Managers response in each case:

1 Provision for a virtual library? The uses of the building have not yet been finalised and the inclusion of a virtual library is being considered      
2 Extra staff required, and if so how would these staff be funded? The provision and funding of staff is not an issue relevant to the Part 8 process but is an issue currently under consideration  
3 How the Community Centre links in with the surrounding area, Aras Rualach in particular It is proposed to open up the front of the building and this will address the issue raised in creating the linkages referred to

 Recommendation:

 

Several meetings have been held with representatives of the local community to discuss the proposals for the alteration of and extension to the community centre at Rowlagh. These discussions covered a wide range of issues such as the design and finish of the proposed centre, the internal and external layout, car-parking arrangements, security issues, the functionality and likely usage of the various rooms, as well as heating, lighting and maintenance matters. The feedback from the consultation meetings has been very constructive and positive.

The proposed development is considered to be in accordance with the proper planning and sustainable development of the area and it is proposed to proceed with the development in accordance with the drawings placed on public display.
