QUESTION: Councillor W. Lavelle
To ask the Manager if any proposals are being considered to improve the control of dog litter in public parks?
REPLY:
Dog fouling of public areas including sports grounds, playing fields, recreational or leisure areas, is an offence under Section 22 of the Litter Pollution Act, 1997 and is enforced by the Council’s Litter Wardens. Signs advising the public of their obligations in relation to dog fouling have been erected at many locations throughout this Council’s administrative area including public parks.
Where sufficient evidence is available, Litter Wardens will issue an ‘On the Spot Fine’ against alleged offenders and pursue the matter through the District Court. Given the nature of the offence, it is extremely difficult to identify offenders and specific complaints from witnesses are often required to pursue offenders. In such cases, while people may be happy to report the incident to the Council or Gardaí, they are generally most reluctant to give formal statements and attend as witnesses in court. Notwithstanding the above, the Council will continue to fully enforce the provisions of the Act in relation to dog fouling wherever possible.
Any suggestions or proposals that the Members may have in relation to improving the control of dog fouling would be welcome and will be fully considered.
