d) Training & Development Policy for Elected Members

REPORT

The following report was circulated to the members for the September OP&F Meeting:

"Under   S142 of the Local Government Act the Minister may by regulations, made with the consent of the Minister for Finance, provide for the payment by a local authority of allowances for expenses incurred by its members in connection with—

a) attendance at meetings of the local authority, a committee of that authority or a joint committee or joint body involving that authority

b) attendance at conferences, seminars, training or other events to which subsection (5) applies;

By Circular Letter LG 02-10 all Local Authorities were notified of the making of the Local Government Act 2001 (Section 142) Regulations 2010 which provides for the imposition of maximum annual limits for 2010 and subsequent years on expenditure by local authorities.    Guidelines were also issued by the Minister under sub section 142(5)(g) of the Act to accompany the Regulations.

The attached draft Training and Development Policy was prepared by a joint working group of Elected Members and Corporate Service personnel to inform development of the prescribed Training and Development Programme in tandem with the results of the resent survey, the details of which are currently being collated and costed. 

The statutory Training and Development Programme must be adopted by the Council and in advance this draft policy is now before the members for consideration"   End of Report to OP&F
