QUESTION: Councillor D. Looney
To ask the Manager to provide an update on the derelict former ESSO site in Tallaght Village and the adjacent vacant apartment block on the Greenhills Rd Extension, next to St Basil's Training Centre, and to make a statement on the matter.
REPLY:
The site of the former ESSO garage, Main Street, Tallaght, Dublin 24 was entered onto the derelict site register in July 2010, and a Section 22 Notice was issued to the registered owner who had 28 days to make an appeal to the Valuation Tribunal. No appeal was made, Section 23 of the Derelict Sites Act, 1990, states that a Notice demanding a levy, can only be issued on a site which stands entered on the register on the first day of January of that local financial year, therefore, if the works outlined on the Section 11 Notice have not been fully completed by January 2011, a Section 23 Notice demanding a levy on this site, will be issued to the registered owner.
With regard to the apartment block at Greenhills Road adjacent to the ESSO site, the Council entered into an Agreement for Lease and Building Licence with John O’ Connor for the lease and development of this site some years ago as part of the Integrated Area Plan for Tallaght, following a public tender process. Council Minute No.C/0260/03 refers The Agreement provided that a lease of the site would be granted once the development was satisfactorily completed to eaves level. In this case, significant drainage problems occurred arising out of the development and further remedial works were required. The grant of lease had been deferred pending resolution of the drainage issues and arrangements being put in place for future maintenance of the drainage system. The matter will be pursued with the Council’s Drainage Section and the proposed purchaser in order to bring this matter to finality.
