MOTION: Councillor P. Cosgrave
"That the Manager give an update of the refurbishment of the Pearse Brother Flats."
REPORT:
As reported to previous meeting the Council’s Architectural Services Department have drafted an outline proposal in relation to the Refurbishment of flats at Pearse Brothers Park and a further 4 units at Palmer Park which adjoin the 18 units at Pearse Brothers Park.
A visual external and internal survey of 8 apartments, and an attic survey of 2 apartments in Pearse Brothers Park has been carried out to date in order to assess the options.
Following this initial survey the following proposed works were suggested.
Improving thermal comfort is the main priority of this brief, however additional upgrading works will also have to be incorporated for Health and Safety and practical reasons, and there will be ancillary works attached to the upgrading of the structural fabric of the building. Works suggested are
- Replacement windows- of different energy performances
- Replacement entrance doors to each apartment
- Wall Insulation;- just cavity fill and cavity fill plus external wall insul.
- Attic Insulation- 300mm
- Floor Insulation;- rigid insulation under the suspended timber floor areas. There is a minimum 600mm between the timber floor and the concrete sub floor, indicating heat loss.
- Enclosure of Common access which includes the common stairs to the 3 first floor apartments, and the access to the communal rear garden – this will achieve a greater degree of thermal comfort, security and will be visually beneficial.
- Intercom entry system for each apartment
- Fire-stopping between apartments within the attic space
- Replacement of asbestos gutters (where still on site), rain water pipes, soil vent pipes, and waste pipes
- Replacement fascias and soffits with new aluminium
- Adding room stats to the gas fired central heating systems
- Replacing internal bulbs with 100% energy efficient bulbs
- Ancillary works associated with all of the above
Discussions were held with the DOEHLG and funding for undertaking the work was sought. They have now indicated that they are willing to consider a formal application for same. This is currently being drafted and will be forwarded to the Dept in the coming week.
