MOTION NO. 13

MOTION: Councillor P. Cosgrave

"That the Manager give a report on the safety aspects concerning motorists and pedestrians on the on-going works of the new Ballycullen Q.B.C. along the Firhouse Road. Taking into account the entrances to Cremorne, Green Acre Court, and Knocklyon estate.

  1. Lack of pedestrian barriers at the entrances to these estates.
  2. Lack of pedestrian directional signage.
  3. The width of temporary footpaths unsuitable for wheelchairs and children’s buggies.
  4. The underfoot surface is unsuitable for wheelchairs and buggies.
  5. Better traffic management alerting road crossings.
  6. Better traffic management to slow down traffic."

REPORT:

The Ballycullen/Firhouse QBC Project is being carried out under the auspices of the Quality Bus Network Project Office, with SDCC acting as agent for the Construction Stage because the works are within the area of Council Jurisdiction.

In accordance with the Safety Health and Welfare at Work Construction Regulations 2006, the Quality Bus Network Project Office appointed the Consulting Engineering Firm of DBFL as Project Supervisor for the Design Process (PSDP), and SDCC appointed the Contractor SIAC as the Project Supervisor for the Construction Stage (PSCS). These appointments were notified as required by the Regulations to the Health and Safety Authority (HSA).

As required by the Regulations regular meetings are held between the PSDP and PSCS on site to monitor and report on all aspects of Health and Safety.

Both the PSDP and PSCS have been requested to investigate and report on the aspects as raised in this enquiry.

Once the reports have been received they will be submitted to this Commitee.
