QUESTION NO. 11

QUESTION: Councillor E. Coburn

"To ask the Manager for an update with regard to the Ballycullen Road & Colmcille Way as works are still on-going and was previously advised that completion would be 27 August 2010 in June 2010?"

REPLY:

The Contract with SIAC is for a period of 15 months and commenced in October 2009 with completion by December 2010.

The current scheduled programme completion date is 15th December 2010.

The works extend over 5Kms. along both the Ballycullen and Firhouse Roads, and traffic management requirements dictate that works can only be done on one side of the road at any location at any one time.

The Contractor submitted a Works Programme which took these restrictions into account. It was from this Works Programme that you were advised of the date of 27th August 2010 for completion of the change over from a Roundabout to a Signalised Junction at the junction of Ballycullen Road & Colmcille's Way.

As the works progressed existing services have had to be diverted, this has led to some delays as the affected services have to be diverted in conjunction with the related Utility Service Provider.The time responses of the specialist sub-contractors working on behalf of the related Utility Service Providers are outside the control of both the Contractor SIAC and SDCC, and there have been a number of minor delays as a result.

There were also some delays as a result of the inclement weather in the first months of 2010.

When it became evident that the Contractor would not complete the change over from a Roundabout to a Signalised Junction at the junction of Ballycullen Road & Colmcille's Way in accordance with the Works Programme, the Contractor submitted a revised method statement for the works requesting permission to close the junction at night for 1 week to allow the works to be completed by the original planned date.

Following discussions with the local Members and after consideration by SDCC Traffic Section, this proposal was rejected.

The Contractor then reverted to his original method statement which required the junction to remain open to traffic at all times.

We currently expect that the changeover from the Roundabout layout to Traffic Signalised Junction will be carried out by Monday 13th September.
