QUESTION: Councillor W. Lavelle

To ask the Manager to detail the number and type of previously-filled positions in each council department currently left unfilled due to the public service recruitment embargo and to also advise if this council has made any formal requests to government for exemptions from the embargo to fill any previously-filled or new positions?

REPLY:

Since the recruitment embargo came into effect in March, 2009 a total of 116 posts have been left vacant throughout the Council.  These unfilled posts are across all areas of the Council, the breakdown being 61 officer posts and 55 general services posts.  The reasons for the posts being vacated are the Incensitivised Early Retirement Scheme introduced by the Government, natural early retirement, retirement on ill health grounds, termination and resignation etc.  None of the above posts have been filled in compliance with the ongoing Embargo.  However, the Council did seek a deregation in respect of the County Law Agent Position in September, 2009 and the successful candidate will take up office this week.
