QUESTION: Councillor E. Coburn
"To ask the Manager for the date of completion of the works on the Firhouse Road for the bus lane and if these works are within schedule and within budget?"
REPLY:
The Contract with SIAC is for a period of 15 Months and commenced in October 2009 with completion by December 2010. The current scheduled programme completion date is 15th December 2010.
The works extend over a length of 5Km. along both Ballycullen and Firhouse Roads, and Traffic Management requirements dictate that works can only be done on one side of the road at any location at any one time.
The Contractors Works Programme has been drawn up with this restriction in mind.
As the works have progressed existing services located during construction have had to be diverted in various locations. This has led to some delays as the affected services have had to be diverted in conjunction with the related Utility Service Provider. The time response of specialist sub-contractors working on behalf of the related Utility Service Providers are outside the control of both the Contractor and SDCC and there have been a number of minor delays as a result. In addition there is an additional requirement to provide an additional surface water drainage outfall through Glenlyon Estate which will add to the time for completion.
The expected completion date for the whole scheme is now March 2011 because of the extent of the additional works requirements. The budget amount will be exceeded because of the extent of the additional works and proportional extension of time to complete the contract. Funding is provided for this scheme by the Quality Bus Network Project Office through the National Transport Authority.
