QUESTION: Councillor J. Hannon
To ask the Manager to state the frequency with which the list of litter offenders are published under the 'Name & Shame' policy, the media used for this purpose, and can he provide a copy of the two most recent lists?
REPLY:
A Name & Shame advert for setting out the names and addresses of persons that were convicted by the District Court for offences under the Litter Pollution Act 1997 (as amended), which were committed in the South Dublin County Administrative area in the 6 month period ending 30th June 2008 was published in the Evening Herald in November, 2008 at a cost of €3,610.25. The same advert was published in the Lucan/Clondalkin Gazette at a cost of €1,422.96. Copy of advert attached.
There was no provision made in the budget in 2009 for this type of expenditure and there is no provision in this years budget for advertising.
More recently Circular Letter WP20.10 issued by the Department of Environment Heritage and Local Government in July 2010 outlined that paid for publication of the names and addresss of offenders in the press (other than court reports) is in breach of the principles of Data Protection and recommended cessation of this practice and the removal of any such existing data from websites.
It is therefore not intended to continue with the "Name and Shame" policy.
