QUESTION: Councillor J. Hannon

"To ask the Manager to confirm when the planned road works at Kiltipper Road will be carried out, given the fact that following the damage done through the Boherboy Water Works Scheme,  the road has been left in an extremely bad condition?"

REPLY:

Kiltipper Rd extends from its junction with Old Bawn Road., through Ellensborough Roundabout and on past Ballymana Lane to its junction with Kiltalown Lane – a length of 3km. The Boherboy Water Supply Scheme pipeline traverses a sizeable section of the road but not it all – 2.1km.

The first section of Boherboy Scheme pipeline on Kiltipper Road - commencing opposite Kiltipper Drive Estate to the Ellensborough Roundabout - has been completed and tested, as has the section onwards to the junction with Ballymana Lane. The outstanding work on this element of Kiltipper Road comprises mostly reinstatement of grass verges and footpaths around scheme chambers that have been purposely constructed off-road to facilitate ease of future maintenance of chambers and equipment within them and ensure safer access and working for Council crews. This work should be completed this summer.  In addition to the above, telemetry installation work is in progress and should be complete and ready for commissioning here by September 2010.

As arranged with the Council's Traffic Section,  a road closure for 6 weeks commencing 24^th May is now in place to facilitate pipelaying along the very narrow upper section of Kiltipper Road from Ballymana Lane to Handle’s Cottage.  Local access for residents and local businesses is being provided. The completion of the twin pipeline along this road section will enhance water supply to the area and allow those on a well supply to apply for a connection to the new Council water supply should they wish, subject to the terms and requirements of the Water Maintenance Section.  Road reinstatement of the pipe trench along this section of road will be completed within the road closure period.

The condition of Kiltipper road over its entire length (3km) before this Scheme commenced was in a very poor condition and our pre-contract video is testimony to same. The road reinstatement of the disturbed section of the carriageway has been reinstated to the requirements of the contract and indeed the Roads Dept of the Council.
