MOTION NO. 106

MOTION: Councillor S. Crowe

That in considering planning applications for public facilities and businesses that   preference will be given to applications which allow the exploitabtion of electric cars in order to reduce carbon emissions, by providing charging points.

REPORT:

Report:

It is noted that the Environmental Assessment Report on the motions states that an increase in the amount of electric cars would reduce the amount of emissions from travel.  However, the Report also states that the motion does not reduce the car dependency within the County nor would it necessarily have a beneficial impact on the protection of human health from traffic. There are policies in the Plan at 2.2.16 and 2.2.17 in relation to electric cars.

Notwithstanding this, it is considered that reducing carbon emissions through facilitating the use of electric cars would just be one of many factors in considering planning applications for public facilities and businesses.  As such, it is not possible to state that this consideration would outweigh other factors. 

It is considered that this issue would be best considered in the context of the development of national policy. 

Recommendation:

It is considered that the issue raised in the Motion is adequately covered in the Draft Plan.
