MOTION NO. 8
MOTION: Councillor C. Keane
"That this Committee discuss
(a) the Whitechurch Road traffic calming scheme with a view to implementation and to give a date for the commencement of this work
(b) to discuss the overall plan for the Whitechurch road upgrade preserving the rural landscape
(c)to give a timescale (estimate in years) for this work.
REPORT:
The Part 8 Report in respect of the Public Consultation Procedure for this Scheme was approved by the Council on 9th November 2009 - Minute No. H8/1009 refers. An application for grant support was made to the Department of Transport under the Specific Improvement Grant Programme, however this Scheme was not included in the allocation made for 2010. At present no alternative funding source has been identified. Construction works will only commence when funding is secured and in such circumstances it is difficult to anticipate a timescale for these works.
Proposed measures incorporated in the Part 8 proposals including traffic calming platforms, traffic/pedestrian lights, and signage will not impact on either the built and natural heritage, or on the distinctive landscape character of the area. Traffic-calming platforms will be constructed from kerb to kerb i.e. on the existing carriageway only and therefore their impact on the rural character of the local area will be minimal. No trees or protected structures are affected by these proposals. The relevant protected structures are: Rose Villa, Willbrook House, Whitechurch Lodge, Moravian Cemetery and the Whitechurch Church of Ireland. The proposed works will not affect these protected structures, and will be carried out in accordance with current standards and criteria.
