MOTION NO. 12

MOTION: Councillor M. Corr

That the Manager indicates how the matter of regular cleansing on National roads in Tallaght such as the N81 will be addressed in a sustainable way going forward and if current legislation and regulations are preventing the proper cleansing and upkeep of these road medians and margins, that this Committee requests that a review is carried out by the Transportation SPC with a view to influencing a change in legislation to allow a realistic approach to this issue.

REPORT:

The class of roads referrred to, dual carriageway and motorway standard, are cleaned by the Council's road sweeping contractor on a quarterly basis.  The contract requires that the road is swept, adjoining footpaths are litter picked and that a maximum width of 8 metres of grass margin adjoining the road is also litter picked.  Chapter 8 of the Dept of Transport guidance on traffic control measures and manamgement at roadworks requires that a crash cushion vehicle along with various other warning vehicles are used at road works on this class of roadway, including at mobile roadworks such as road sweeping.  This standard was published late in 2008 and for a period following publication the contractor could not provide the safety equipment necesary to carry out the works at that time.  Since the second quarter of 2009 this problem has been resolved and the N81 as well as other dual carrriageway and motorway class roads in the County are now all being swept as required by the road sweeping contract.
