QUESTION: Councillor M. Corr
"To ask the Manager to report on any difficulties that have arisen in the Tallaght area in relation to the full implementation of the new bin credit system and to indicate how these difficulties will be overcome?"
REPLY:
The following are the statistics for the first nine working days (over the period 1st - 11th February) of operation of the advance credit system Countywide:

The not collected figures relate to customers whose bins were presented either with a bin tag or without sufficient credit on their account. The unregistered / problem bins relate to issues where the customer did not previously register their bin and consequently the bin is not linked to their account, or where the chip has since become faulty. The Council's Registration teams have registered in excess of 2,000 Customers in the last 3 weeks.
In addressing these issues, the operation of the system should create sufficient awareness for customers who tried to use bin tags or present their bin without credit and it is anrticipated that these numbers will dwindle over the coming weeks. With regard to the unregistered bins and faulty chips, our teams are calling out to customers who have contacted us in this regard and will continue to do so over the coming weeks.
Some additional technical issues have arisen regarding server connections and truck reporting which are being addressed on an ongoing basis by the system providers, Manvik Ltd. in conjunction with AMCS Ltd.
Finally, the issue of replacement cards has arised in far greater volumes than was anticipated and while there is some backlog in issuing replacement cards requested, measures are in place to deal with this backlog and additional card printing facilities have been set up in the offices to ensure that there is sufficient capacity to deal with such requests once the intial volumes have been addressed. Approximately 2,500 replacement cards have been issued to Customers in recent weeks.
