Matters Arising From Draft Development Plan Process
REPLY:
Report on Matters arising from the Draft Development Plan.
The Draft Development was on public display from the 22nd of September until the 2nd of December. 289 submissions were received. These are currently being considered and the preparation of a Draft Manager’s report is underway.
The Manager’s report will be circulated to the elected member’s not later than the 23rd of February. The Elected members have 12 weeks to consider the Manger’s report and make amendments to the Draft Development Plan. This period ends in mid May. Amendments to the Plan will be on display during June with a view towards adopting a new Development Plan in early September. Under this timeline the new Development Plan will become operational in early October.
Arising from the adoption process for the new County Development Plan it is requested that Planning and Development SPC addresses the issues arising from Public Rights of way having regard to the significant legal complexities surrounding this issue. It should be noted that regard to the legal requirements needs to be satisfied for the purpose of registering such easements without giving rise to costly legal challenges by affected landowners.
With the committee's approval, it is suggested that a report be prepared outlining the issues involved for circulation and consideration by the committee.
