S.P.C Work Programme.
REPORT:
The Transportation Strategic Policy Committee will meet a minimum of three times each year. The work programme of the SPC is a matter for the Committee itself to determine. With a view to assisting that discussion the following may be of assistance:
Among the groups who the Committee may be interested in hearing from are:
- NTA (National Transport Authority) who have recently been given a national remit and who have assumed the functions of the DTO (Dublin Transport Office) and the proposed DTA (Dublin Transport Authority)
- RPA (Railway Procurement Agency) who have function sin relation to Luas and Metro
- NRA (National Roads Authority) in relation to National Roads (Primary / Secondary / Motorways) and certain maintenance and management functions
- QBNO (Quality Bus Network Office)
- CIE and / or Dublin Bus
- National Safety Council
- RSA (Road Safety Authority)
- Cycle Ireland / Dublin Cycling Campaign
There is an extensive range of strategic topics that could be examined and as an aid to considerations of the Members of the Strategic Policy Committee, the following list may assist:
- Luas / Metro / Mainline rail - provision of rail based public transport in County
- Parking Provision including Pay and Display Parking
- Signage Strategy in the County
- Bus based (private and public) transportation / timetabling / Bus Lanes etc
- Traffic Calming Measures and their impacts
- Speed Limits and their application
- Cycling, Walking and Mobility Management (see presentation to today's meeting)
- Green Routes / Dedicated Cycling / Walking Routes / Design of routes
- Pool Bicycle Schemes including community based schemes
- School Transport
- Aerodromes
- Transportation for Visually Impaired / Mobility Impaired
- European Mobility Week / National Bike Week / National Cycling Challenge
- Transportation and Healthy Living / Happy Hearts etc
- Traffic Control / Monitoring / Management
- Park and Ride including bus based schemes
- Road Safety including School Warden Service
The list is extensive but is certainly not exhaustive. Each of these topics would have a range of specific items which may require the need for specific review in their own right. Usually the close co-ordination that exists between the Chairperson and the Director enables a full and varied agenda to be developed for each meeting. As always Members have the opportunity to submit motions on a particular policy initiative to the Committee for consideration at each of its meetings.
