MOTION NO. 2.

MOTION: Councillor C. Keane

"That this Committee recommends that a further survey be conducted with the Residents of the Apartments at Pearse Brothers Park with a view to ascertaining their opinion/views in light of funding for new development not forthcoming this year – residents are living in sub-standard conditions. That the questions include their views on (a) refurbishment (b) relocation (c) residents comments and suggestions on way forward."

REPORT:

A report on the proposed refurbishment of the apartments at Pearse Brothers Park/Palmer park is being presented to the members under Headed Item No. 4 of February's Rathfarnham Area Committee Meeting. As outlined in the report, no funding source has been identified to date for any programme of refurbishment works for the units at Pearse Brothers Park/Palmer Park. The Council will discuss the matter further with the Department of the Environment, Heritage and Local Government and following these discussions, will engage with the residents to discuss their views on the matter.

Another option open to the Council is the transferring of the tenants on a permanent basis to dwellings that will becoming available to the Council shortly in College Green in Terenure as a result of Part V. A consultation process with the tenants will be held to ascertain if the tenants are favourable towards this option. If all tenants are transferred from the maisonettes in Pearse Brothers/Palmer Park, the Council will then carry out an extensive feasability exercise to examine future uses for these buildings.

The Council will also continue to examine, whilst being cogniscant of the funding difficulties facing the Council, the possibility of carrying out works, that while falling short of a full refurbishment programme, would be designed to improve energy effiency in the dwellings with the aim of achieving a C1 Building Energy Rating.
