QUESTION NO.  3

QUESTION: Councillor C. Keane

"To ask the Manager for an update on works at Ballyroan Community / Parish Centre;

(a) stating completion dates
(b) to outline how the complex will be managed in conjunction with the local community
(c) to outline the process/procedures going forward -  for users/potential users
(d) to give a report on external finish - to ensure anti Graffiti finish if such is available.
(e) to give the dimensions of rooms/kitchen etc. etc. in community centre  & Parish Centre.
(f) to state when SDCC will be in a position to arrange for a public meeting with the local residents who have an interest?"

REPLY:

(a)  The latest timeframe recieved from the consultant architect assigned to the project states that the centre will be completed and handed over to the local management committee in an agreed three phase approach, Phase 1 (Hall, Toilets, Office and Open-plan area) will be handed over on the 29th of January,

Phase 2 (all the rest of the building with exception of the kitchen and enclosed play area) will be handed over on the 12th of February and

Phase 3 the remaining elements of the building on the 3rd of March 

(b) The community centre will be managed by a local management committee established as a company limited by guarantee. South Dublin County Council has representation on this management committee which was requested by the local community and as stipulated in the management licence issued to the committee. The management of the pastoral centre is a matter for the local parish and as such SDCC will have no direct involvement in this. The management committee also intended to recruit a full-time centre manager and have applied to the Council under the Community Grants scheme for a grant of €30,000 (maximum amount of grant available within this category). A report recommending this grant aid has been submitted by the Area Community Officer and is presented to the December Rathfarnham Area Committee Meeting for approval.

(c) This is a matter for the local management committee, but it is believed that the committee are currently in the process of writing out to all the previous users of the centre up to the closure in January 2009, inviting them to contact the committee with their booking requirements, with the intention to re-open to all groups in early March.

(d) The exterior of the centre will be a mixture of rendered block work and glass

(e) The room dimensions for the Community Centre are as follows:

- Kitchen Area                                      54 sqm

(f) SDCC will be in a position to arrange a public meeting if it is felt that one is required once the hall space has been handed over to the community.
