QUESTION: Councillor D. Looney
"To ask the Manager to confirm the current status of the electronic credit system for refuse collection in the Tallaght LEA's, given that the latest indications were that rollout of the system would begin in mid-October, and to report on the proposed application and renewal systems for those with waivers?"
REPLY:
The new waste charge system will be introduced through out the County on a phased basis from 19th October 2009 and will be available to all customers by the end of 2009-the first routes in the Tallaght Electoral Area are scheduled to commence with the new system on 16th November.
This innovative system will make the County’s refuse service easier and more efficient for everyone to use. Customers will not have to purchase a tag anymore, instead they will purchase bin lift credit in advance of their bin collection and this will allow the refuse truck to lift bins. Whenever a bin is collected, an electronic chip in the bin is read by a computer on the bin truck. If there is sufficient credit on the bin account the bin is emptied and the cost of lifting the bin is then deducted from the customer’s account. If the customer has insufficient credit in their account then the bin will not be emptied.
A crossover period whereby customers can use either tags or bin lift credit will operate until 31st January 2010 which will facilitate existing waiver customers who have been supplied with tags up to that date. Waiver customers requiring additional refuse collections in that period will have to purchase bin lift credit as requird. From 1st February, 2010 all waiver customers will be provided with a set amount of bin lift credits at the start of each waiver interval. New waiver customers between now and the end of January will be provided with a pro-rata amount of bin lift credits up to 31st January 2010.
