(b) Amendment to SPC Standing Orders

REPORT:

THe following report was presented to the September 2009 OP&F meeting:

"The current Standing Orders, which are a key component of how the Council conducts its business and regulates how business is carried out at SPC committee meetings, were adopted by the council on 9th July 2001. 

 In accordance with Circular Letter LG10-09 issued by the Department of Environment Heritage & Local Government, the SPC chairs designate were appointed by the full council in June 2009 for a minimum period of three years and the overall spread of SPC chairs, in accordance with the guidelines, reflect the political representational spread on the full council.  

 Accordingly it is necessary to amend SPC Standing Order No 4 (a) below to reflect the change in term of Chairperson as follows from:  

In accordance with the SPC Scheme adopted by the Council, the Chairperson shall be selected by the County Council and remain in office for a period of two years. The term of office for the first Chairperson of the Strategic Policy Committees to commence on 1^st March 2000. Vice-Chairperson shall be selected by the Council"

 In accordance with the SPC Scheme adopted by the Council, the Chairperson shall be selected by the County Council and remain in office for a minimum period of three years.             END OF OP&F REPORT

The members recommended amendment of the Standing Orders as outlined above and the matter is now before the Council for approval.
