(a) Approval of SPC Scheme
REPORT:
Following the 2009 Local Elections the Department of Environment, Heritage and Local Government issued circulars in relation to the establishment of new SPCs and the making of new SPC Schemes.
The South Dublin County Council Draft Scheme was publicly advertised in July 2009, and circulated and considered by the Chairs designate. Submissions in relation to the operations of the SPC meetings were received from the South Dublin Community Forum and the Environmental Pillar of Social Partnership. The main points referred to included
· Adequate access to meeting documentation and venues
· timing of meetings / suitability to facilitate unpaid members of SPCs
· importance of environmental/sustainable development issues informing the work of the SPCs as a whole
· essential that Environmental Pillar have representative on each of the following four SPCs as delineated in Draft Scheme
The Draft Scheme was presented to the September 2009 for consideration and it was agreed to formally recommend approval of the Draft SPC Scheme as publicised and circulated herewith. The draft Scheme is now before the Council for formal approval.
