MOTION: Councillor J. Lahart
"That the Council make good the conditions imposed on this Council by An Bord Pleanala regarding the landscaping of the northern end of Knocklyon park (Knocklyon Utd section); to outline those conditions and to give reasons why this work has never been completed, in spite of An Bord Pleanala's conditions."
REPORT:
The public open space area in question was provided under Planning Permission S95A/436 and subsequently by An Bord Pleanála under PL 06S.098299. The conditions set out by An Bord Pleanála under PL 06S.098299 as they relate to the landscaping of public open spaces provided within the overall development are as follows:
Condition No. 16
The areas to be developed as public open space on the lodged plans shall be reserved for such use and shall be the subject of a detailed landscape plan which included a programme for its implementation. The plan should be submitted to and agreed in writing with the planning authority prior to the commencement of development. The said landscaping plan shall incorporate measures for the protection of all trees identified as being “desirable for retention” on the Landscape Layout Drawing Number 95-153-P12 (lodged with the Planning authority on 25th August, 1995) and shall also include provision for the retention of the entire eastern boundary hedgerow along the route of the proposed mountain walkway and the reservation of a strip measuring not less than 10 metres in width to the east of house number 600 to facilitate the future development of this walk.
Reason: In the interest of the amenities of the area
There is no condition relating specifically to the landscaping of the northern end of Glenlyon/Knocklyon Park.
The Parks Department is currently investigating compliance with the above condition and a report will issue to a future meeting of the Rathfarnham Area Committee.
