QUESTION NO.  2

QUESTION: Councillor C. Keane

"To ask the Manager for a full report on the Boherboy Water scheme traversing Prospect Manor estate and to state if the many queries by the Residents Association through this councillor have now been satisfactorily addressed – noting in particular the height of the ‘concrete slab’ (valve chamber) & to state how this has been addressed with a view to safety of children playing on the green?"

REPLY:

The queries raised by the Residents Association have been taken on board by the Council’s Project Engineer and the Contractor for the Boherboy Water Supply Scheme.  These queries included landscaping and road reinstatement issues.

The road reinstatement within the estate has been completed satisfactorily.  The section outside the estate on Stocking Lane will be permanently reinstated when the pipelaying along Stocking Lane from the entrance to Prospect Manor to Scholarstown Road is completed.  It is anticipated this work will be done early in 2010.  A Traffic Management Plan for this work will need to be drawn up as this work may involve a road closure with a significant diversion.  This matter will be discussed with the Roads Traffic Section in due course.

The Project Engineer reports that tillage and grass seeding in the main has been hampered by the bad weather. When seeding has taken place in the estate it has been followed by bad weather which has undermined the work done.  This has resulted in several re-visits to re grass areas in the estate.  However, it is anticipated that this work will be completed within the next week or so weather permitting.

Permanent access is required to the large chamber in the grassy area near the estate entrance, as with any other public utility infrastructure.  This chamber was constructed to the side of the main open green space to minimise any impact.   The chamber will not pose a hazard to children in the area and will not impede use of this grass area by the public. It is a requirement of contract.    When the scheme is complete the Water Management and Maintenance Sections will be responsible for its upkeep.
