MOTION NO. 237

MOTION: Councillor D. Keating

Under Local Zoning Objectives - Cooldrinagh - proposed to include: "2. It is the policy of the Council to consider proposals for the development of this area, including the recent proposal for the creation of a public park and recreational facility at Cooldrinagh, Lucan, made by Lucan Planning Council."

REPORT:

Local Zoning Objectives (LZO) relate to particular sites / areas located within a broad zoning category where notwithstanding the overall zoning of the area the Council is seeking to achieve a specific objective.

The draft Written Statement provides for the retention of LZO 1. Cooldrinagh – Redevelopment of Former Co-Op Site  which provides that "it is an objective of the Council to facilitate the redevelopment of the portion of lands occupied by the former Tara Co-Op buildings with a replacement development of a scale, design and layout appropriate to its prominent location in a Green Belt Zone and in proximity to the Liffey Valley High Amenity Area, the M4 and the Lucan/ Leixlip urban areas."

The existing LZO has been so framed to provide reasonable scope to facilitate a replacement development commensurate with the scale of existing development on the lands and the sensitivity of the site location, and is considered to be both appropriate and adequate  for the purpose of encouraging suitable development on the lands, having regard to the reasonable expectation of a commercial redevelopment of the existing facility on the part of the private owners of the lands.

RECOMMENDATION:

That the proposed motion not be adopted.
