MOTION NO. 159

MOTION: Councillor R. Dowds

That, as part of our County Development Plan, we develop clear, enforceable energy saving guidelines for new building construction in relation to public transport, solar power, insulation and the design of energy efficient homes, offices and industrial buildings.

REPORT:

The implementation of higher specification energy efficiency standards are primarily a matter to be administered under building regulations.

In accordance with the Motion 31 Development Plan meeting held on 20th April 2009 (DP/029/09  Item ID 18894) guidance in this regard has been included in the draft Written Statement as follows:

1.4.38 Energy Efficiency in Buildings; 

1.4.39 Energy Efficiency in Building Design; 

 Policy SN 34: Energy Efficient Building Design;

1.4.41 Sustainability in Adaptable Design; 

Policy SN35: Sustainability in Adaptable Design;

1.4.43 Energy Performance in Existing and New Buildings; 

Policy SN36: Energy Performance in Existing and New Buildings. 

Guidance regarding enegy efficiency is also provided for home owners in  APPENDIX 5 House Extension Guide.

RECOMMENDATION:

That the motion be adopted.
