MOTION NO. 299

MOTION: Councillor W. Lavelle

To introduce a new zoning objective LV “To protect and enhance the outstanding natural character of the Liffey Valley”; and to re-designate all lands north of the N4 currently zoned G (high amenity) or GB (green belt) under this new LV zoning; and to further amend both policy LHA4 and specific local objective 3 to seek that the proposed extension of the Liffey Valley Special Amenity Area Order would include all lands zoned LV.

REPORT:

The Development Pan sets out policies and objectives for the County as a whole. Zoning objectives relate to a range of areas throughout the County and reflect the policies and objectives contained elsewhere in the plan. With respect to the High Amenity zoning, this affords the highest protection of any of the zoning categories and reflects the policies and objectives of the Development Plan with respect to maintianing sensitive environmental areas. These sensitive areas inlcude the river valleys, in particular the Liffey and Dodder. The zoning of High Amenity applies to both valley's and reflects the policies and objectives of the Development Plan. The green belt zoning applies to areas similar in nature .With respect to the 'Mountain zoneing' there are no other uplands in this County other than the Dublin Mountians and the particular zoning reflects this. It is not considered appropriate for a particular zoningobjective to refer to a particular river valley when the similar zoning objectives affect other areas of the County, in particular the Dodder valley.

Notwithstanding any potential positive impacts of the motion, it is considered that in light of the particulars outlined above, this motion should not be adopted.

Recommendation

That no change be made to the Draft County Development Plan.
