MOTION NO. 268
MOTION: Councillor W. Lavelle
To amend the local objective entitled Enterprise lands – Framework Plan (unnumbered, top of page 244 of the Draft Written Statement) to add an additional objective as follows: “prior to the commencement of development, traffic arrangements shall be put in place to ensure that the use of the R120 (Grange Castle to N4) by HGV traffic to and from developments on these lands would be prohibited."
REPORT:
As previously stated in the report to Council at the meeting on 30th April 2009 (DP/049/09 MOT 29) goods and services need to be distributed throughout the County and the roads hierarchy exists to reflect this. HGV through routes are designated by default as being the National and Regional road network within the county. The primary role of the development plan is to discourage developments which are inappropriate to these functions.
With respect to the potential positive environmental impacts of this motion the major problem with banning HGV’s is enforcement as access is still permitted into a banned area provide the HGV or the driver has business in the area.
MANAGER’S RECOMMENDATION:
That this motion not be adopted.
