MOTION NO. 126
MOTION: Councillor G. O'Connell
That it shall be an objective of the new County Development Plan to address the impact on the quality of life that “through” traffic is having on our citizens and in particular to set targets for achieving within three years from the date of adoption of the plan that:
REPORT:
The underlying strategy of the draft Development Plan is to promote a more compact urban form which will encourage more sustainable modes of transport and reduce dependance on private cars for everyday travel. There has been substantial investment in national primary routes and major distributor roads in the county which has significantly reduced incentives for 'rat running' through residential areas.
Notwithstanding any potential positive environmental effects it is considered that these proposals relate to detailed operational matters that are not appropriate to be addressed in the county development plan and would be more suited to consideration as part of the work of the Transportation SPC.
RECOMMENDATION:
That the motion not be adopted.
