MOTION NO. 255
MOTION: Councillor G. O'Connell
It shall be a Specific Local Objective of the new County Development Plan that direct access for motorised traffic be provided for the Liffey Valley Town Centre from the N4 and that this be achieved if necessary by re-designing the existing Fonthill/N4 junction and that funding for this necessary infrastructure be reflected in levies imposed on any development in the Liffey Valley Town Centre and additional funding be actively sought by Council Management from the NRA.
REPORT:
It is noted that at its meeting on 10 th March 2008 the Council decided not to adopt a proposed variation to the proposed Liffey Valley Town Centre Local Area Plan to provide for a direct access/egress to the N4 for the Liffey Valley Development. The relevant Managers Report indicated that there were significant engineering and safety reasons why the proposed access/egress would not be possible or desirable.
With regard to the Strategic Environmental Assesment serious concerns are raised in relation to this motion. The Liffey Valley Town Centre is located along the future routes of Metro West and the Lucan LUAS, providing significant public transport connectivity to surrounding areas and the region. Increasing car based movements would undermine the attempts to encourage and facilitate public transport movements, thereby increasing transport emissions and car dependency.
RECOMMENDATION:
That the motion not be adopted.
