MOTION NO. 292

MOTION: Councillor C. Jones

That this Council will encourage and facilitate the occupants of social and affordable housing to upsize/downsize their property according to their changing needs.

REPORT:

Section 6.8 xi Empty Nesters of The Housing Strategy contained in Schedule 6 of the Draft County Development Plan (page 291) reads as follows:

South Dublin County Council will examine the feasibility of introducing a Financial Contribution Scheme similar to the one in operation in both Fingal and Dublin City Council”

The Council will continue to promote the improved use of its own rented housing stock through facilitating, where possible, transfers in accordance with the Scheme of Letting Priorities which caters for both overcrowding and downsizing.

Currently the provision of affordable housing through the various government initiatives simply caters for a single transaction. However, the continuing fall in the open market values of residential properties may enable the purchase of a suitable home at an affordable price on the private market.  As the affordable housing schemes are national schemes and determined by Government any future changes or direction will  be through Government policy.
