MOTION NO. 167

MOTION: Councillor W. Lavelle

To amend the proposed new Enterprise Priority One Zoning Objective to read as follows: "To facilitate opportunities for intensive employment uses complemented by mixed-use development based on the creation of sustainable urban communities with high-quality public transport linkages, and in accordance with approved Local Area Plans”.

REPORT:

There is no essential objection to the proposed rewording subject to the deletion of 'Local Area.' It is considered that in the interests of giving clear direction while maintaining flexibility to changing economic circumstances that the Planning Authority may carry out a range of plans, frameworks or design briefs for enterprise areas and not be restricted to one planning instrument . The inclusion of the requirement for local area plans which have significant statutory requirements could act as an impediment to the timely but ordered development of enterprise areas and be to the detriment of attracting investment to the County.

Recommendation:-

That this motion be adopted subject to the deletion of 'Local Area.'
