MOTION NO. 300
MOTION: Councillor G. O'Connell
The Management shall explore and insert in the next draft of the County Development Plan before it goes on public display, a Zoning category similar to that which applies to the Dublin Mountains for the area of the Liffey Valley that lies within South Dublin County, that includes all (but not only) the SAAO and that is bounded by the river Liffey on the one side from Chapelizod to Leixlip, and the Old Lucan Road from the City boundary to the M50 and by the N4 as far as the junction with the Outer Ring Road, from there by the Old Lucan Road again to Lucan Bridge, that includes all of Lucan Demesne, Lucan Golf Course, Cooldrinagh (including Weston Airport) and Tobbermaclog, with the objective of distinguishing the unique landscape which is the Liffey Valley from other Green Belts and providing the Liffey Valley with the maximum protection for future generations.
REPORT:
The Development Pan sets out policies and objectives for the County as a whole. Zoning objectives relate to a range of areas throughout the County and reflect the policies and objectives contained elsewhere in the plan. With respect to the High Amenity zoning, this affords the highest protection of any of the zoning categories and reflects the policies and objectives of the Development Plan with respect to maintianing sensitive environmental areas. These sensitive areas inlcude the river valleys, in particular the Liffey and Dodder. The zoning of High Amenity applies to both valley's and reflects the policies and objectives of the Development Plan. The green belt zoning applies to areas similar in nature .With respect to the 'Mountain zoneing' there are no other uplands in this County other than the Dublin Mountians and the particular zoning reflects this. It is not considered appropriate for a particular zoningobjective to refer to a particular river valley when the similar zoning objectives affect other areas of the County, in particular the Dodder valley.
Notwithstanding any potential positive impacts of the motion, it is considered that in light of the particulars outlined above, this motion should not be adopted.
Recommendation
That no change be made to the Draft County Development Plan.
