MOTION: Councillor W. Lavelle
To add a specific local objective to provide for the permanent closure and secure fencing-off of the Old Lucan-Newlands Road embankment between Moy Glas & Castle Riada estates.
REPORT:
It is considered that the area does have potential to act as a through pedestrian/ cycle route and this should be investigated. It is recommended that the the wording of the proposed SLO be amened to read 'to investigate the future use of the Old Lucan-Newlands Road embankment between Moy Glas & Castle Riada estates in the interests of eliminating anti-social behaviour.'
In relation to the SEA it must be noted that serious environmental concerns are raised in respect of the motion, in particular that the closure of the embankment would close off the area to the possiblity of improved pedestrian movement, potentially increasing car journeys.
Recommendation
That an amended wording be adopted to read ''to investigate the future use of the Old Lucan-Newlands Road embankment between Moy Glas & Castle Riada estates in the interests of eliminating anti-social behaviour.'
