MOTION NO. 14

MOTION: Councillor G. O'Connell

Amend 0.2.6. by inserting a new bullet point after the first: “creation of dedicated routes for heavy commercial traffic removing it from built-up residential areas and proximity to schools.”

REPORT:

This section of the Draft Development sets out the fundamental focus of the Plan in as succinct a manner as possible. The other sections of the Plan articulate the policies and objectives in an expanded and relevant manner.

 As previously stated in the report to Council at the meeting on 30th April 2009 (DP/049/09 MOT 29) goods and services need to be distributed throughout the County and the roads hierarchy exists to reflect this. HGV through routes are designated by default as being the National and Regional road network within the county. The major problem with banning HGV’s is enforcement as access is still permitted into a banned area provide the HGV or the driver has business in the area.

With respect to the suggested wording change it is considered that it does not reflect the essential purpose of the Plan.

Manager’s Recommendation:

It is recommended that the Motion not be adopted.
