MOTION: Councillor D. Looney
Amendment to 3.4.10.vii Policy S7: Local Centres
Third paragraph;
Remove "should" and replace with "may" - full paragraph as amended will read;
"Proposals to upgrade existing district or local centres may include a residential element, as a method to revitalise the area and provide for 24 hour surveillance, thus enhancing the security components or residential amenity in the vicinity after trading hours."
REPORT:
No objection to the amendment of the above wording.
Notwithstanding the above, with respect to the Strategic Environmental Assessment, there are potential environmental concerns associated with this motion. The proposal would lessen the likelihood of residential development in Local Centres thus reducing the use of Brownfield sites and increasing the traffic generation, air emmissions etc. Locating residential uses within Local Centres will allow for more efficient use of existing services. While in some instances the operation of local centres may impact upon residences, although this can generally be overcome through appropriate design.
MANAGER’S RECOMMENDATION:
It is recommended that this Motion be adopted.
