MOTION NO. 57

MOTION: Councillor W. Lavelle

To reconstitute section 1.2.55 on ‘Taking in Charge’ as a specific policy objective and to add the following additional sentence “In the case of multi-unit residential developments where a private property management company is to be employed it shall be the policy of the council to take-in-charge any playgrounds, parkland and urban spaces surrounded by non-residential ground floor uses where these spaces are fully-accessible to the wider public and it could be reasonably expected that they would be regularily used by non-residents."

REPORT:

Section 1.2.55 of the Draft Development Plan reads as follows:

Taking in Charge

The Council will continue the practice of taking new housing estates in charge and further resources will be allocated to ensure that the process is completed as quickly as possible following occupation of the first homes.

A Draft Taking in Charge policy document is at an advanced stage of preparation and will be brought before the Elected Members in the coming months. This will allow for a considered view on matters pertaining to Taking in Charge.

 

Manager’s Recommendation:

The proposed motion should not be adopted.
